The act of premeditation is knowing the victim and planning to murder them. It is by no means 1st degree murder unless they can prove the driver and the victim knew each other.

Completely disagree.

Over here a guy is being charged with First Degree murder for stabbing someone in the heart.  He did not know the person, but he entered the bar with complete knowledge that he could attack someone.

Sidenote: if this ******* doesn't get the deathpenalty, I'm going to flip.

maybe you and tex should read what the DMV says about slow moving vehicles. i have, a slow moving vehicle is NOT impeading traffic if they are going as fast as they can.

A slow-moving vehicle must have a relfective triangle affixed to the back of the vehicle (to denote a slow-moving vehicle) and must only use the farhest right lane. Vehicles that do not have this specific triangle (like bikes) can be cited for impeding traffic.
