in the fraps option window, check what your FPS for capture is, i find 40-50 the best.
also, recording the sound increases the file size quite a bit, un-check this box for smaller files.

finally, don't record more than 20-30 second clips or it will make your cpu go bananas.

thats the limit of my knowledge.

Are any programs running in the background? Like Sony Vegas or WMM? If yes, make sure you only have the minimum programs required running. FRAPS and viewer - nothing else.

Also, make sure you got enough free HDD. When its nearing being full, fraps/viewer starts stuttering as well.
21 is only half the truth.

actually 29.95 FPS is best. I've recorded 5 minutes worth of film at times. I do so more now with other sims because their film viewer allows you to go back, edit external views, internal views, ect... save it, then when you replay the track in the game film viewer, it will show the last views that were edited and saved allowing you to simply play/record the entire track without having a bunch of very small clips. Movie editing is hard on a PC and puts it under a tremendous load period. If you're serious about it, then build a better PC.

if you're having problems with your comptuer keeping up while recording in 100% then slow down the film viewer to 50% speed. Then when you bring the recorded film into your editing program, speed the film back up to 100%.
