No, we never had a "right". We had no constitution to amend for a second time. It's true that there was once no law against guns - at a time before guns had been invented and therefore no legislation was necessary. The law was changed (in 1920) by a democratically elected government - a coalition government, part of which was
reelected two years later. In 1997, Tony Blair's govt. imposed a "ban" on handguns - a nonissue which received little attention from the public at large. So irrelevant was it that TB has been reelected not once, but twice in the time since - in 2001 and 2005.
