Designing an FSO

How would I be able to design an FSO?  Do I present it to the events team?

Nef is head of Squad Ops. You can e-mail it to him or to me as I am in an advisory position on the team.

On the events website there is a form that allows you to fill out a suggestion for an FSO also.
