GV's can pull into the resupply building that the automated trucks come from. I don't know about the one's on the base but the they can do it in the buildings at the end of the road in the country.
When they hide in there they can shoot out and hit you but the only way to hit them is to drive into the building yourself. Otherwise your rounds will only hit the outside of the building and not the person hiding in it.
