monitor or video card bad???

I have just noticed this on my monitor and was looking for some help from the community.  When playing AH lately, it looks like a very fine window screen is on my monitor.  The grid pattern doesn't interfere with any graphics, it just seems highlighted lately.  I downloaded the latest nvidia drivers (84.21) and it didn't fix it.  
My vid card is a few years old an FX5700LE 256mb.  

Is this a sign my LCD monitor is going out, it's about 3 1/2 years old (an off brand KOGi LCD 17 inch)

Not sure what would affect that... on LCD screens there is a physical gap between LCD cells (some people notice it more than others).  I've never owned an LCD monitor so I'm not sure what would make it more pronounced however.  I've heard of individual cells going out but not degrading/corroding so the gap between them is larger.
