Fix the Flaps

As of now, when a flap is shot off in the down position, the opposite flap will remain stuck indefinately!  I understand that this may of happened sometimes, but can we atleast add some randomness to it!

That doesn't happen to me.  When I lose a flap, I'm able to raise the other.
