Yes, it's called Photoshop.  Is this a trick question?

If your looking for something cheaper, try Photoshop elements ($99 or less), it has 90% of photoshops abilities, more than enought for almost everyone.

For Free there is GIMP, and there is even a version that emulated the photoshop interface resonably well, since one of gimps big problems is it has 99% of the features photoshop has, but its interface and overal way of working is very counter intuative to those who know photoshop.

Yep that's spot on with Gimp. It promises but then fails to deliver on UI side. Many people speak good of Jasc paint shop pro - I've never tried it though.

I went to google and entered 'Photoshop CS' and down loaded a 30 day free trial.  Works really nice.:noid

Ah, I understand now :)  I have Jasc Paint Shop Pro.  It has all the tools and more to edit pictures and do all kinds of special effects.  I think it may be a little less then Photoshop, but I think I payed $80 - $100 for the box.

If your looking for a basic free picture editor check this out:

IRfanView

I like to use this for doing quick edits of screen shots (croping, changing size, file type. etc. )

For quick simple no hands dirty photo viewing and editing nothing beats the Acdsee power pack. Another hint.
