HiTech, question on new accounts entering the game

When a player creates a new account and enters the arenas, how are they distributed across the 3 countries? Are they scattered at random, are they placed on the country with the lowest numbers, or sent to the lowest numbered field, or what exactly?

The first time you enter any arena, you a put into the country with the least players.
