Huh? Why would you want to do that?
If you are on a modem you can just connect slower. If you are on broadband it's not possible unless you use some sort of proxy, router, or firewall that can throttle or do QOS. I suppose some high speed devices can "cap" your bandwidth, not going to effect latency or speed very much. I use bandwidth throttling to make sure that my AH packets get full use of the connection, and my wife's web surfing can't suck up all the bandwidth and cause me problems with my gaming.
