it is no cause for wonder - not in Louisianna. there isn't much hope that things will get better there very quickly either, not with with all the corruption resulting in $10 billion in anti-poverty aid ( Hurricane aid not included in this figure) in the past 8 years wasted, elected representatives taking bribes, 80% illigitimate births among teens, 40% among adults, no cap on welfare increases for each additional child, 26% of adults can't read at all, and 70% of those have no job or only a part time low paying one, and New Orleans with a murder rate of 7 to 10 times the national average. The Feds had to take over the New Orleans Police Department a couple years ago because cops were doing murders, robberys and drug sales ... ON DUTY. The state is a shambles.
