I personally was extremely pleased when there were only 2 or 3 bases at a time that were up for grabs. A couple of reasons:
1) Didn't allow people to simultaneously slam 4 bases at once, thus cutting down on any one sides numbers advantage.
2) Focussed the fight. I actually got interested in the war for a while, as I could do what I wanted (fly fighters) over the base being contested and have it matter to the war winners, even though it wasn't my intent. Everything was funneling into a few bases. It was easy to find the fight. The GV guys could really go for a battle royale attacking/defending, while the bomber and fighter guys could all do their thing and it actually have some strategic consequences. And again, cut down on any one side's numbers advantage by allowing the underdog country the ability to mass at the point of contention. Saw a lot less porking as well, which I absolutely loathe.
(3) Made the flow across the maps very systematic and predictable. I know those of you that like to conduct the NOE left hook don't like this, but I felt it actually got the fight into the air where it should be. I actually saw Goons flying into bases at altitude, with escorts. I personally felt it drove better tactics between the different plane/vehicle sets, as it really took a combined arms effort to take a base. I've always felt the element of surprise in this game was a crutch for lack of good tactics (and I don't mean that as a derrogatory statement to those that fly NOE base capture missions). With the fight focussed, and everyone fighting around the same territory, there was the ability to tap into the resource of many players in order to develop a combined arms capture, with fighters, bombers, and vehicles.
(4) Fights were much bigger and more dynamic. No longer was I facing off with the same 6 guys for a half an hour shooting down the same planes and getting picked when they came back for vengence.
Just my opinion, and as such, has no bearing on the value of the current setup or on the limited base capture system either way. Just my observations, although they may have been poorly articulated above.
