Here at the local drivers license bureau, there were 6 people working ( sitting, state paid seat warmers) there and I was the only customer there.

Now go south about 40 miles, there is another DL bureau that has 3 people working there, and an average of 6-10 people waiting to be served constantly throughout the day.
Go figure
