Internet Explorer help

Have a squaddie that's unable to read our website, or our newsletter, no one else has this problem except him, so I believe its at 'his end'...he gets time-out errors trying to read him, I suggested clearing out his IE cache, any other suggestions???

Have him do a traceroute to the WEB site address and see if it gets there.  Could be a routing problem, or a DNS problem with his ISP.
