I'm not sure if this is a bug, but it doesn't make sense.

You point the top machine gun to the 12 o'clock position to spot tanks, jump down to the turret to shoot the enemy tank, and when you go back to the top machine gun it's facing the 3 o'clock position.

I don't understand why the machine gun doesn't stay where you leave it.

It does stay jumping between the turret and pintle gun but doesn't if you go to the hull and back for some reason.
I edit a lot of my posts.  Get used to it.

Way back when it would stay pointing where you left it. Then someone suggested that in order to raise out of the commanders hatch you'd have to turn the pental gun to get it out of the way. That sumbiatch made tank target acquisition a bit tougher but less gamey.

This is in reference to being able to target with the pental gun then jump to the main gun and have it already traversed to the target.
