A z-buffer is a bit of RAM that does.. well something. I don't really know, but it's got to do with depth I think. Z-axis?
Tripple buffer... more buffers I guess.
Before I can help, I need more information. What CPU/mainboard/video/RAM are you using. What OS are we talking about, and do you see this problem online, offline, or both? What "power" or wattage of power supply does your machine have. What version of DirectX and video drivers are you running?
