I know this will sound crazy, but you might have a virus.  I had the EXACT same symptoms when this computer became infected with the W32.hybris.gen virus.  (I do mean exact.)  I had a tech support thread and a general thread stating my symptoms.

Do this:  Look in your windows > system folder for files that have very odd names.  Also, go to start > run > type "drwatson"  Now find the icon that just appeared on the taskbar and run dr.watson.  See if you get a message that <unknown> has modified windows system folders.

Update your virus program and it will be able to remove the virus and repair the damage.

The virus program can repair the Wsock32.dll file.  If not, it is possible to extract it from the Windows CD, (or download it from the web.)

It's important for people to read this, since this virus is EXTREMELY common.  It took me about 2 days of hard work figuring out what was going on to fix it.

(BTW:  What was the subject of the e-mail that contained the virus if you don't mind me asking?  Also, what was the file name? The most common is midgets.scr.)

Wsock2.dll was not repaired because it was in use (Norton AV). And Windows CD has old version (not Winsock2). So it took a bit more time than I expected.

I dont know where I got virus from. Only 3 files were infected :

 - wsock2.dll
 - some old zip I never used for last 2-3 years
 - TNT drivers zip (used this like few months ago)

I do not read any mails on that computer at all. Probably virus came from some download I did in last few days and delated after trying.
