For some reason my gun sight on the ship guns is in the lower right hand side of the screen.

Is there some way to center it up again

arrow keys and pageup/down? then f10 to save

I often get this bizarre jumpy effect when using 8 inch guns in land mode, rendering the whole thing useless

You should be able to just hit "home," I believe, and then hit F10 to save it?

Yes. My first guess is that he's inadvertently set a new head position.
