Earlier today I was playing in MA Blue. I looked at the roster and noticed that 42 of my country's players were online. However, of those 42 players only 21 were "in flight"; the rest were either not playing or AFK. Are AFK  players considered when calculating ENY? And, does "in flight" include people in ground vehicles too?

ENY is based on number per side, regardless of "flight status".

I think flight status is determined by wheels-up aircraft only -- but I am not certain.

It's my understanding that the total number of players goes toward the calculation that turns ENY on.  The ENY number itself is based on the total number in flight.

Yes, eny is calculated by adding all players in arena, regardless of status.

"In flight" are all players doing a sortie, both in GVs or in planes.
