Well, it goes back to the usage of quotation marks.  There are a couple of times you use them.  One is that you use them to mark when someone is saying something.  Another time you use them to mark when you're quoting from another source.  And the third use of them is to show when you're trying to be ironic.

The gist of it was that the military, full of so called "Baby Killers" wasn't too enthusiastic to jump up and build a bridge for the people who called them that.

Mostly general structural engineering, including composite systems.  Like Steel, reinforced concrete, so on and so forth.  Mainly dealing with buildings, but we have branched out.  Plus this fall I'll be taking about 7-8 credits of civil engineering classes, though I do believe they are mostly material composition and surveying oriented.

I find it interesting that they would offer a max $5 million bonus for a job bid at $867,000.

:O  *OMG the Bush administration caused the quake and dropped those spans with hidden explosive charges left over from the 9-11 attack!*
Sorry, somebody had to say that and I'm feeling particularly dumb atm

Unfortunately, the military now has to contract out the majority of their construction work in the combat environment... unlike the old days, when you had a battalion that did specifically this sort of thing... reconstruct destroyed rails and roads.

Thank the Dems for all those cutbacks and pocket lining from the contractors... who cost 5 to 10 times more than what the soldiers do, and the contractors do a crappy job at that.

I am glad they offered the bonus, you give a bonus and the job gets done fast.

The news keeps spinning it as if we are getting ripped off, but if you have driven through there since the colapse or have to drive through there on a regular basis its worth every pennie.
