Not sure exactly what it means besides not good.
I know I used to have sprintlink in my pingplots and they used some bandwidth for voice stuff opposed to data. I never liked seeing sprintlink in my pings since then.
Not sure if this is a similar situation where data sometimes gets bumped for voice stuff or maybe Level3 just doesnt put effort into fixing a problem.
