In Europe in the early 1940's, they were. Any "covert" base would be quickly discovered and swarmed with armed bad guys.
The Slovaks maintianed two air bases "deep" in german occupied territory for 3 months in 44. Initially using a couple of captured german out of date fighters they were later supported at these bases (Triduby being the main base) by a regiment of Czech ex RAF pilots flying La5FN's.
The main purpose of the fighters was to supply ground support but during that period they shot down 12 LW fighters for the loss of two Lavochkins. Both damaged but unusable after landing.
To the point of the thread......
What was very common on the Eastern front was the creation of temporary fighter and Jabo fields which "moved" with the front lines. Even more common where temporary landing strips used for the supply of logistics to the mobile forces on the ground.
The 6th was supported purely in this way by the LW for 2 months after being surrounded by the Red Army at Stalingrad. Initially 3 such fields were created within the the cordon shrinking eventually to 1 prior to the final collapse of the 6th.
My view is that if an additional supply category called "aircraft supplies" were available then we could create temporary landing strips on flat ploughed fields anywhere on the map simply by landing such supplies for use by stationary aircraft.
