I ran across this link on the Yahoo News Site

Without reading the link I can only imagine Putins suggestion would be painful for President Bush in the nether regions.

Putin told Bush he would not seek to retarget Russian missiles on Europe if the United States agreed to put the radar-based system in Azerbaijan, a former Soviet republic bordering the Caspian Sea.

Sounds like Putin is looking for the US to protect Moscow. Azerbaijan is between Iran and Russia. Placing a defense system there would do nothing to protect western Europe but would cover Russia very nicely indeed.
