Buffer?, I used my ears, did you hear "criminal trespass" mentioned? personally I'd have gone with disturbing the peace of another (415PC), but trespass (603PC) works.

The permit holder asked those people to leave, not the police.. which is 100% legal under laws of citizens arrest like Calif 837PC. Citizens have the same arrest powers as a police officer EXCEPT; the police can arrest based on reasonable cause (836.3PC) a felony has occurred, a citizen must know a felony has occurred. It's also a felony for the police to refuse a citizens arrest.

A permit to rally usually includes a path & destination, just because they were mostly at the park doesn't mean the path is abandon to anyone who wants to shout inflammatory opinions bringing up the rear...

Police officers / depts / cities are experienced at dealing with opinion A versus opinion B, "the rules" re: permits / counter demonstrations / when & where people can gather / boundaries/ safety concerns / dept manpower and all that good poop has been shaped by countless lawsuits over the years.... that's all that went on there, nothing else.

A reason behind requiring permits to gather in large groups, is so that the local .gov can do exactly what they did, keep the opinionated far enough apart so that everyone can spew whatever verbal vomit they want and nobody gets hurt... it's freakn common sense.
