When a country is down to a handful of bases and your country will lose the war tactics change. You end up attacking the winning country rather than getting the reset over with.
I think HTC should give 70 perks for the winner, 50 for the runner up and 35 for the losing gangbanged country. This would hopefully keep guys from switching teams or not going for the reset.
