There's no need to fiddle with the RPM in the P-38 unless you want to conserve fuel.

Considering a 38 on internal fuel has only about 30 minutes full throttle, you may want to conserve fuel while flying it at certain times

Fly on one engine and get twice the range. Second engine is really just a spare anyway, right?

Don't know about on the game but everything I have read says that chopping throttle one one engine did nothing for turn rate but did make a important difference in roll rate.

75% fuel in the P-38J provides around 30 minutes of flight time. 100% fuel is around 45 minutes. With 1 drop tank you can extend your flight time little over an hour, with 2 drop tanks you can extend it even longer.

G is another matter since it has a smaller fuel tank then the J and the L, hence lower flight time.
