It does at sea level. Go up to 4k where the blower kicks in and the FM-2 is equal to the Hurri IIC in turn rate and turn radius.
It seems HTC humped up the FM-2's power curve by applying the MIL power curve to WEP...
For example, the FM-2's R1820-56W engine is rated at 1,475 hp at sea level in Combat power (53.2" MAP).
Unfortunately, HTC used the low blower MIL power curve and you can't get better than MIL power until you reach 4,000 feet. So, there is no manifold pressure increase at sea level when you engage WEP, when there should be a significant increase to 53.2".
Maybe they'll read this and fix it.
