Sounds like, at the most basic level, two vehicle bases with a city/cities (or towns) between them, and spawn points for the bases placed in the middle of the city at various points.

There's lots of terrains which match your description. One of them is mine with a custom town for the tanks to hide in. When you get a lot of people to stick around and play, it's TONS of fun. The hard part is getting them to stay!

If you want I can find this terrain and make it available for download.

I said I would yet the PH (Picture Hangar) is currently down (out of service) so I am unable to show you one at the moment.
