How bout an anything goes arena?

Put up a big warning sign, NO ENY LIMIT - FLY WHAT YOU WANT - OR CHOOSE ANOTHER ARENA just think of it as an old MA. Oh... and make it a 750 max areana cause you know it'll bump that on the weekends.

I think one arena is fine...

just put three bases all within a sector of each other and no cap and ENY.

You should have the same map but there would be a problem about getting vulched.....
I think that 700+ people is freakin crazy.
