You can't leave race out of it because it was part of it but...
You simply need to be aware of it to make laws based on it is wrong... there should be no such thing as a hate crime no matter what race or whatever is the victim or purp.
In my opinion... any beating that involves more than a one on one should carry an extra penalty tho...
truth is that the majority of big city whites and blacks still hate each other based on race. We can't do much about that. My personal solution is to avoid the situation where such tensions exist.
