They saw that the vast majority of US public didn't want it, so now they try to sneak it into a troop funding bill:link

In many states, families of deployed US troops don't even qualify for in-state tuition...I fail to understand why our gov't. (both side of the aisle) want to give our tax money to people who aren't even citizens, flout our laws, and llisten to chitty music

Isn't it ironic that the party talking (complaining) the most about the deficit is the same one that wants to spend even more money, for non citizens that frequently are not paying taxes.
