Net variance problem / Vista Core 2 Duo

Hello,

I have a couple of problems running AH on a new laptop.  My old one worked OK so I don't believe my problems are internet connection related.

The first minor problem is that after launching the game it takes forever (about 30 secs) to display the clipboard first time to choose online/offline mode.  It zooms in very slowly.  This is just an annoyance.

The major problem is net variance.  Variance graph goes up&down and game is unplayable because of that.

I think I had similar problem with my old AMD X2 system without AMD Dual Core Optimizer or with processor power saving (clock speed reduction) enabled.   I have checked I have all power saving features I found disabled.  Minimun cpu speed is 100%.

There are lots of tips what to check for XP but not many for Vista.  Is there way to set USEPMTIMER flag for Vista for example or is it needed anymore?

All the other games I have are working OK: MS FS X, Condor, Silent Hunter.
