The funniest thing is that it's a Militia (Police) uniform. And medals look funny too: one is with Russian tricolor and another - with Ukrainian yellow/blue.

There is a little green in between the yellow and blue so maybe not a Ukrainian medal? I know absolutly nothing about Russion or Ukrainian medals, just pointing it out.

that could be your monitor, it looks blue to me, but with the yellow so close to the blue could make it look green
