US and Russia sign pact to hunt for water on Mars

...so  I'm envisioning two little robotic arms, and one of the little robotic arms is sent a signal from earth, in particular Russia, to pull a little Russkie flag from a hidden storage area on the vehicle and plant it on the Red Planet, thus proclaiming it Russian territory.

Anyone want to bet?

Next is a pact to find water under the Arctic ice cap.  Along with Canada, Denmark, and Norway.

Really, all space research programs are regulated with special agreements. And one of them is about impossibility of declaring anybodys property on space objects.
