ENY limiter is calculated on number of people in arena. It doesnt matter if they sit in tower or drive/fly around

Boot to the lobby after 30 min idle

I don't think a time limit tied to controller use would work, because, if you are upping  with bombers and trying to get to 35,000, this is going to take awhile and then use auto pilot to fly half way across the map to bomb a target.

I use auto climb from a base in the rear and wait until it reaches whatever altitude I want then set my course switch on auto pilot and wait, calibrate and then bomb said target.

You can go quite awhile without touching any controls, I would hate to be booted, because I am trying to , in this case fly bombers in a historical fashion.

I also find at the higher altitudes that I don't see much enemy activity and when I do, they usually don't know how to fly and attack at that height and they get shot down, when the bomber they think has an afk pilot at the controls opens fire when they settle in for the kill.

I have sat at a spawn that was busy, then went quiet and have waited near an hour, when the tide of battle changed and they began to up in numbers again, once more I would hate to be booted, because I chose to be patient.

Tower squatting, then yes after a time with no activity, they should be sent to the lobby, otherwise no.
