Ramzey is right... I work in PhotoShop and have years of training in it (since v1) and there is only so much you can do with a crummy original.
It's not like in the movies where the detective says "can you sharpen that up a bit?' and the geek goes "tap tap tap" and suddenly you can read a license plate. Unfortunately.
The top picture could be color-adjusted a bit, but the bottom one is as good as it will ever be. Neither of them have any extra detail that can be brought out with processing, and that's what it's all about... having the detail in there to start with.
Here... not much better than what Mr. Bill did. This is about all you can expect from these originals.
