He doesn't target just the administration, but congress (both sides of the aisle), and other civil servants/appointees. He seems to be a loyal to the troops still ("playing politics while our soldiers die"), which makes me believe he's sincere in his critiques and not just complaining or bitter about not getting a 4th star.
He points out that mistakes have been made, and that the current situation is "intractable"...i.e. We screwed up, but can't run away now.
This either won't get much traction (b/c he blames both sides) or each side will cherry pick the favorable points and keep at the same old ####.
