You must have met a modern paramedic there... ;)

That could defiantly explain the mix up.

Insulin transports sugar into the cells, lowering blood sugar levels.

Glucagon transports sugars from muscles and the liver into the blood stream, elevating blood sugar levels.

During times of low blood sugar, adrenaline is produced to aid in raising blood sugar levels.

So if your sugar got way too low, your body would be producing massive amounts of adrenaline to try to get it back to a normal level (~80-100).  This would cause the jittery, panicky feeling.  I think you said your blood sugar was at 17?  Well thats extremely low.  I didn't even think a person could be conscious at that level.

In college, I worked at a warehouse at night.  I drank massive amounts of coffee and did very hard labor.  I never had a panic attack, but I did get the feelings of being extremely jittery and having a high heart rate.  Just the fact of not knowing why your body is acting strangely can cause a panic attack.

Im a paramedic. So what he said^ Btw if my sugar goes 60 or below I start feeling "funny".

he is talking about the canadian measure of mmol/l not our mg/dl standard in the US.  normal blood sugar level in that unit of measure can be anywhere from 3.9mmol/l to 7.7 mmol/l depending on time of day, food intake, etc...

Look, get it checked by a good dr... diabetes is no joke... I have had severe panic attacks with heart rate above 150.... bp nearly 180/120 (MY normal BP is usually 104/66),... but my sugar levels were always well within norms...  Stress is not likely to cause the pancreas to produce that much insulin... If that was the case then your level should have been super low when paramedics checked it before

blood sugar is metabolized by the liver, kidneys and insulin is produced by the pancreas... any of these could cause the problem

A heart rate of 125 is no biggie when youre stressed... in fact when you have a stress test done i have had heart rates up above 180.  Here is a tip... dont concentrate too much on your heart rate as long as you are not having chest pains and the rhythm is steady and above 50bpm.

Good luck man!  Having a health concern can trigger panic/anxiety... so if you expect it, it isnt so scary... and Panic Attacks DO NOT kill.  Get some sort of benzodiazepine to help when the anxiety starts to build.

Wow I was beginning to wonder. Didnt see he was from Canada. But definately go to your doctor. Diabetes is no joke. Btw no name I have seen runners with a resting rate of 40bpm. Thats why we "treat the pt not the monitor."
