If I understand your question correctly, you're asking about the language in this quote from my first post.
There wasn't a "fraction rule" that was violated, there was "a fraction of the rule violations"...Meaning, if the Russians committed 20 rule violations in EA Alpha, and the Germans committed 5 rule violations, then you could say that the Germans committed 1/4 (one quarter) of the rule violations that the Russians in that EA committed. Thus, "a fraction of the rule violations". This is merely an example, and not the actual tally of violations.
In EA Alpha, I stopped counting Russian rule violations after about the first dozen. There were multiple respawns by Russian vehicles, including respawns that killed German vehicles. There were a few rule violations in EA Alpha by the Germans, but they paled in comparison to the Russian side. Overall, the combat in EA Alpha was close, but I had to assign some sort of relative penalty for the quantity of rule violations committed, and did so by automatically awarding the EA victory to the Germans.
And, EA Alpha was made up of those vehicles that spawned from A5 for the Russians, and A42 for the Germans, as shown in the Frame 1 objectives that were distributed to all the Russian and German squads 6 days prior to Frame 1.
