I don't recall that RFK was ever the CIC of the Military of the USA. As such he never had the power to make the decisions rearding things like the bay of pigs or Cuba in general.

Exactly, RFK was only the Attorney General, when it came to Cuba JFK was the one making the decisions because he was the man in charge.

The reason that is is because back in 1980 Castro let 125,000 Cubans leave the country and they all headed for Florida, the majority of them were the undesirables like criminals and mental patients.  He unloaded all the problem people in Cuba on us.
