Er, "Electricians"...
I have this unused 50 amp breaker box, (240 volt  with GFCI on it) wired into my external garage 200 amp fuse box. This unused breaker switch has conduit pipe running up to it from underground (the other end is about 9 feet from the inground spa). It is unused.  I want to put in a 120 outlet (covered, waterproof) at the end of this conduit so I can have an outdoor beer fridge near the spa. Can I use this breaker box? I just have to change the breakers on the fuse box in the garage, right?  The only thing I know about electricity is how to get the shorts out of the crack of my a...well, you know. :)

Yes, I will have an electrician do the work, I'd just like to know before hand.

That's not so much of a breaker box as a dis-connect.  Probably for the spa since it has GFI built in.  Looks like a dedicated piece of equipment.  You're probably going to have to run a wire from your main breaker box.  You may be able to tie into an existing circuit to shorten the run, but I would definitely leave that up to a professional if you don't have any experience.

I'm not a licensed electrician but I have wired a couple of houses and done a LOT of do-it-myself electrical work.

Turn on the spa then go flip the breaker in that box.  I bet the spa will shut off.

Yes, you can use it for a 120 receptacle. Have your electrician look at it, but from what info you've givin' I'd say it is definitley do-able.
