
The upload is wrong though... It spiked at 515 at around the 50% mark and then was obviously throttled down and remained steady at around 256 for the rest of the test.
The DL speed is pretty much the advertised speed for this area, so I think I'm getting what I paid for. UL speeds are disappointing but the TOS pretty much excludes running servers on residential contracts and I'm not in fact running any servers except on rare occasions when I have stuff to send to family and friends, so it's pretty much what I expect.
That said, if I could switch to another isp that offered the same DL but more UL bandwidth, even for $5-$10 more per month, I'd do it immediately. There are a number of things I've considered doing if I had more bandwidth, including hosting a set of forums and websites for family members. I'm geek enough to do it, have some spare hardware, and I can get a suitable domain either free or very cheap, but the UL bandwidth I have available isn't enough to make it worthwhile.
