Pool Chlorine Generators

Got a question for anyone who uses a Salt water Chlorine Generator.

I installed one on my pool a little while ago and I'm not sure if the darn thing is working right.  After water testing I realized that I didn't have enough cyanuric acid in the pool so I added enough to raise it to 50PPM.  Now I can no longer blame the sun for the lack of chlorine in the pool.  Since then the thing has ran constantly and my Total Chlorine in the pool has not jumped about 1.5 and the FAC hangs around .5.  This is after a week of running.  Oh and my salt levels are good, they are around 5500PPM.

I still have some left over sediments from opening the pool this season and I'll be vacuuming those to waste today but I'm wondering if this is typical.  Do these salt systems take this long to build up Chlorine levels?
