Or maybe it's the fact that people don't READ anymore.

The third paragraph of the article reads:

"An inscription, in Japanese and English, reads: "In memory of all those who sacrificed their lives in the islands and seas of the North Pacific during World War II and in dedication to world peace."

It's a monument to all who died.

Kind of crazy looking for WWII Monument, but I understand why it's there.

It IS goofy looking, especially for a war memorial. I'd have thought that something like a nice marbled obelisk, or a short slab, with a bronze plaque inscription(Kinda like the ones' you will see at Civil War Memorials') would look more appropriate.

That thing looks' like some kind of weather-testing apparatus.
