click a little box in the hanger on the clip board, says something like enable auto downloading of skins
will automaticly download the skins for ya 
That's you best bet. If you downloaded them off of this site, you have to install them into the games "Skin" folder. I believe its

My Computer
C: Drive
Program Files
HTC
Aces High II
and drop the individual skin files that you downloaded into the folder labeled "skins."
Now you should be able to start up the game, go to the hanger, and select the drop down skin box towards the top and pick a skin for whichever fighter/bomber/gv/boat you have selected.
