Can any one tell me where it is?

It's not mentioned at all on the HTC "Events" page, as far as I can see.

I can find no place to register for this pre-register only event, and I'm worried I'll miss the chance.

It will be  a pre-register event, however registration is not open just yet. Keep yer eyes peeled, it will be very soon.
