Mandatory week for noobs in TA

Eliminate the problem...goto the TA and help players that exhibit this so called "noobiness"...share your talent.

This is a pseudo-problem.  Stupid questions are no reason to force anyone to go anywhere.  Simply ignore them if their questions are so noobish that they deserve it.

make it so 2 weekers have to spend a week in the TA

Why?   You ran from my Tony in a K4 last night.   You even had buddies lower and moving towards V87 for help.   

I see enough "vets" that fly more timid than a 2 weeker with nothing to lose.
