What really ticks me off is trying to get in and it states arena full pick another and theirs 167 / 100 ???

so how did the 67 extra players get in and why cant anyone else ???

or when we check back it shows 103 / 100  ?? whats up with the lucky 3 ???

then as if magic it opens up to 400  sometimes this takes quite awhile.

cant we just set it at 400 and leave it alone ??? or leave it open as we all paid to be here, the more the merrier right ???

Seriously though, my understanding is that the way it works is that there is a system that will lower the capacity limit in the Orange Arena when certain population thresholds exist in both Orange and Blue.  The cap will be lowered below the current population in some situations.  This is how you get an arena with 167/100.  Until those 67 folks leave, or until the Blue Arena reaches a certain level, the system will not allow any additional players into the Orange Arena.

Either that or you haven't learned the secret handshake that gets you past the capacity limit.

They lower the caps to get the other late war arena filled up. So the people that are left over from when the cap was at 200 or whatever are what you're seeing when it's 167/100 or 103/100.
Most of us have ranted about that at one time or the other, but the caps seem to go back up fairly quickly and we just learn to live with it.
What ticks me off is when I'm doing something with squadies and get discoed and can't get back in.

Well actually some of us are in better "standing" then others, it's all in who you know

Actually those 67 were an alliance mission but 64 of them died, the other 3 are still fluttering down
