Older PC looking to upgrade

Just got an old Sony Vaio.

Its got 2 gigs of RAM, and a 2.8 Intel 4, I would like to make it my limited gaming rig.

Limited meaning, I don't play many new games on it.

Aces High, Strike Fighters, Civ 4, Combat Mission and Silent Hunter III is a bout all i play so I'm not looking for a super 3 D card. I need AGP and I would like to stay under $150.

My current Card in my even older PC is an ATI 9800 and it plays all these games fine, but I would like some type of upgrade, maybe the ability to use the Hi-Res Texture pack for AHII and tune my other games I play all the way up.

I saw this one, but I read in another review that ATI has stopped support for all of its AGP cards, is that true?
Any other recommendations?

There must also be a flyable computer available for Nefarious to do FSO. So he doesn't keep talking about it for eight and a half hours on Friday night!

The 3850 is going to be the best AGP card you can get, possibly forever.  That said, it is probably much more card than your single core P4 can handle.  You would need older AMD dual core to maximize the the benefits of the card.  Just make sure your current PSU meets the requirements for that video card.

Other than that, I can't say much since this would be uncharted territory for me (at least from a first hand experience).

It doesn't list that info at newegg.

Should I just buy another 9800?
There must also be a flyable computer available for Nefarious to do FSO. So he doesn't keep talking about it for eight and a half hours on Friday night!

That is the old March article.  They update that article once a month.  August recommends the 3850.

You'll have to open the side of the case and look at the chart on the PSU.  It will say watts etc and should give you a chart like this:

Was just a quick check, AGP isn't an area i know anything about really.  But is the 3850 under $150?  Thought i saw it was more, but then again i haven't looked in a while.

It is a Powercolor brand, which isn't top of the line, but should work fine.  My 2nd video card I ever bought was a Powercolor, Geforce 2 GTS Pro i think.  Lastest about 3 years before in croaked.

I checked Power Color's website, but they do list an available manual for the card.  Chinese to English = Engrish Website*.

Googling found a blerb that said:
System Requirements

    * AGP 8X/4X slot is required.
    * System Memory: 1GB
    * 400Watt or greater power supply
