The problem is that the MA is a game. It is supposed to be fair, and it has to be fair in order to work. If your solution were implemented only the US and UK would have a realistic shot at winning the war, with the US the far stronger of the two. Almost nobody would fly for the Russians, Japanese or Italians as they have no chance of winning and would always be flying against overwhelming numbers.
Even if you made it Axis vs. Allies the Axis would only win in extremely rare cases. The reason being a lack of viable bombers and strike aircraft. The Axis has one useful strike aircraft (Bf110G-2) and no significantly useful bombers, let along heavy bombers on the order of the B-17G, B-24J or Lancaster.
The game you envision would be more realistic only if you could force people to fly on a given side to balance numbers, but you can't. If you try, they simply don't play when they don't get what they want.
The end result of trying to force AH into that mold would be a bunch of US aircraft flying around looking for an enemy to kill, then massively ganging it when the horde stumbled upon it. Then subscriptions would decline and HTC would go under.
